If you set the bottom and top shell thickness to 0, you can practically turn off the top/bottom shell which I don't advise 🙂
If the wiggle disturbs you there are a few good trick to get rid of them.
1: Reduce the bottom shell thickness a little bit.
2: Add one more loop to the loops, so there will be loop instead off the blue fuzz.
3: Change the shell fill type to "Smart" or "Concentric"
